I know Comcast is making a major push for their X1 system, and all of the listed TV packages now seem to show "X1 Entertainment Operating System" on them, but I just saw what this poster in the Comcast Customer Support forum says they were supposedly told by a CSR:
From:
Disappointed in X1 TV

said by el-mad :... I contacted customer service and they told me that I could change back to the Legacy box but soon Comcast would make me change to the X1 system because they would be getting rid of the Legacy system. Honestly, if they can't change this before my contract is up. I will be seeking a new provider or canceling cable all together.
EDIT: In thinking about this some more, it's looking more likely that this is just the usual CSR misinformation/FUD.
Given that with the current MPEG-4/"HD Enhanced Program" box change-outs that's currently going on (http://www.dslreports.com/forum/r29813023-Video-MPEG-4) they are (still) letting subscribers exchange them for another, newer legacy box (like an RNG series one), this doesn't make much sense.
On the other hand, the thinking is that Comcast will gradually move their HD channels to an IP-TV configuration (http://www.dslreports.com/forum/r29478906- ) to salvage more spectrum for HSI use, especially with DOCSIS 3.1 on the way soon.
Comcast even has an IP-based, 4K/UHD DTA [PXD01ANI (UHD DTA WITH MOCA), Model "XiD-P"] in the works now: https://apps.fcc.gov/oetcf/eas/reports/ViewExhibitReport.cfm?mode=Exhibits&RequestTimeout=500&calledFromFrame=N&application_id=FyfHoRTsK8iZbEAQ7ugLUg%3D%3D&fcc_id=NQ8PXD01ANI
