[Connection] Adding a new outlet, Comcast says I can't

Ok, so, we just bought a new house (yay!). We want a cable jack on a wall of the living room that currently doesn't have one. Easy, right? So I call Comcast, they say they don't do internal fishing but since it's an exterior wall they can drill a line in from outside. Ok, fine. So installation day comes, the tech activates stuff and says he doesn't have anything on his work order about installing a new outlet but he'll take a look. The house is prewired through one of those On-Q boxes, and he says that because we have X1, everything needs to run from that box so it can all communicate with each other, and therefore he can't add another line from the exterior. He says I should call an electrician to fish a line to the wall where I want it. This seems a little strange to me, but ok, I call an electrician. He looks at where the cable currently runs into my house (before being internally routed to the On-Q box), and looks at where we want the new outlet (about 10 feet away from where it currently runs into the house), and reaches the same conclusion as me, that we can just put a splitter right there on the outside so that one line goes to the new outlet and the other line goes to the On-Q box. This seems reasonable to me and I have a hunch that the Comcast guy just didn't want to do the work, but would like a second opinion from you guys before the electrician comes back tomorrow to do the work. Maybe there's something about X1 that I don't understand, but it seems to me that a split before the On-Q box is the same as a split in the On-Q box. There is something that looks like a filter on the feed line coming into the On-Q box but I assume we can just move that outside before the split. If it's relevant, we are currently planning to run a TV and modem off of the new outlet, and just a modem off of one of the other wall outlets, so we're not even really using the X1 functionality, though we do have an X1 DVR.
