Channel removed from Preferred, but added to Starter???

In my latest bill is this rather odd note: Beginning August 1, 2018, Tennis Channel and Tennis Channel HD will no longer be available in our Digital Preferred Tier. It will now be available in our Digital Starter Tier. I've been hearing of some channels, like TruTV, only being offered in lower tiers now, mainly to new users or those who change their service. This just seems rather odd that a customer may have to DOWNGRADE service to keep a channel???
