Connection down and terrible customer service

The connection has been working sporadically. Today, the connection was being extremely finicky, so I unplugged the router and modem for several minutes hoping to remedy the problem. Unfortunately, now the internet will not work at all now. I tried plugging the modem directly into the computer and bypassing the router, but no joy. When I log into the modem at 192.168.100.1, It says cable connection down. Previously, there was a cable line installed and a new D3 modem installed, but the problem still persists. Today, I tried calling 1-800-comcast to remedy the problem. I tried sending a refresh signal multiple times with no success. I then talked with an India woman who could barely understand. She kept wanting me to accept a promotion, even after 5-6 times of my saying no, she kept asking. She then said that she would send a technician out to look wok on the problem and tried to sell me some more stuff. She also asked me strange questions like what books I read and told me I had a manly voice. She then proceeded to tell me I would have to pay for a technician, at that point I hung up. I have access to 3 three isps, so if Comcast does not remedy this problem fast, service will be permanently canceled.
