OK, so if the town's franchise agreement says Comcast is not to encrypt the OTA (local) channels, shouldn't Comcast comply with the agreement?
I have been looking into this, as I think it is absurd that seldom-used TVs (spare bedroom, basement, etc.) all will need DTAs that eventually we must pay rental fees for...

I sent in a request for clarification on this and what I got back just does not sound right. They (Comcast) told me that the Oct 12, 2012 decision by the FCC to repeal the ban on encryption of basic tier "orders" Comcast to encrypt... and therefore, since it is an order, they must comply as it is "applicable law".
Since when did the FCC repeal decision become a law that the cable companies MUST encrypt all channels?
I think that if more people look into their town franchise agreements, we may be able to get Comcast to back down and at least allow the OTA local channels to be seen without a DTA.
