Is it theft? Clear QAM

I moved in to a new apartment and installed FiOS only for Internet. The installation crew used a duplexer (?) and enabled 1 of my 3 coax outlets with Internet, and they left the other two with the coax signal that was already coming in the apartment. I tried using HDTV antennas but I received very few channels. Out of curiosity I connected a new DTV to one of those outlets and scanned, and I got about 45 channels. The vast majority of them are local channels in HD and SD, but I also get Discovery, Hallmark, some music channels and most recently I even got 10 channels of MLB. Lots of the channels come and go. On some channels I get a teleprompt-like message saying that "if I can read this message I'm missing out and should subscribe to Comcast" blah blah. So I'm guessing the cable that was coming into my apartment belongs to Comcast. And since it's a new development I'm also guessing we all got wired to Comcast. I have not researched if I have access to any external boxes, and I have no idea where the cable that comes into my apartment starts. Now I'm wondering if this is illegal. I barely watch TV. And if it's illegal, who should I talk with to make sure that the cable is disconnected.
